You can just google with title.
Step 1. do virus scans
if that doesnt help try to update your windows
if that doesnt help you could try re installing your windows
if that still doesnt help I suggest to switch OS

This is most likely caused by windows update and can be cured bei either following the pleora of hints in threads about the problem -or- disabling sleep/hibernate and let the system run for a day or two to let it settle it's score (it takes a while to upload all your interesting data to the NSA).

While the initial answer of shubla feels a bit offtopic he has a point though, windows (even 7, though recent updates) turns into shit more and more.

You can run windows in a KVM and hand it direct access to the GPU and the USB controller with your mouse/keyboard for ~97% native performance, resulting in you having a sane operating system and a windows for the stuff that isn't available yet (with auto-rollback to a working state to keep it clean of stuff you don't want it to have).

In my recent experiment with Windows I encountered what is probably the same thing, at least if this is Windows 7. Apparently, there's a bug in Windows Update causing it to hang. Installing this update resolved it for me.

OpenGL already is a thing, though. I don't think Vulkan is going to do anything for portability that OpenGL doesn't already do.

Yeah I'm going to update windows now, I only have to cope with it's shitty manual update interface and filter bad updates by myself. *sigh*
