Depends on what you're looking for.
EVE is good for pvp and has a lot of options even for free players, though is very limited. Still, A swarm of frigates can take anything in the game down if played right, even with completely new characters. It should run on any dual core machine with a dx10 gpu
If you're looking more WoW like, EQ and EQ2 are both low bandwidth for daily usage (both can be played with dial-up connections). Guild Wars 2 is pretty solid, too, but can't say what their bandwidth usage is beyond the client download.
Wurm has an unlimited trial, but it is very limited as to how far you can progress.
Worse comes to worse, anything with a larger download can usually be grabbed at a local public hotspot to a thumb drive. It's more a matter of getting the computer there in case of most games with a p2p distribution model (anything larger than a few hundred MB download).
