The photo is actually from the point where Finland, Norway and Sweden's borders meet, also known as Three-Country Cairn.
The photo was taken in end of Lapland War, where Finns re-took the Lapland from Germans, as they refused to leave. (Eventually they tactically retreated and burnt everything on their way)
