Without satellites, missiles begin to rely on more rudimentary means of guidance like laser painting. To paint a target with a laser you need to be able to get close to it. The painters also make "noise" which can be traced. Missiles will provide only limited functionality in any conflict with a near peer. Reliance on air superiority and ground forces, including artillery and air defence systems, are likely to be much more effective in any modern conflict against a near peer.
