Well there are players out there who raid people and demand money on paypal to stop. They also shut down realm buffs because people didn't pay enough and exchange all services for RMT. So yeah, there may be some wrong direction that the game has took which is causing people to quit.

People have been capable of demanding taxes, payment or IRL money in exchange for protection or whatever they want for 10 years. It has definitely happened.
Right now, if it is happening at all, it's happening on an incredibly small scale but it's being publicly whined about instead of contested ingame. That's the only difference.
Nothing changed direction to make this a new possibility, it's always been there, all through legacy.
You are only bringing it up because you wrongly think somebody was payed to destroy your base, but I can assure you that the satisfaction of knowing it was yours was probably all the payment that was needed.

Am I just giving Haven too much credit on how popular it is or is something really wrong? Considering coming back so, I'd like to know.
The world population falls to rather low numbers near the last few months of the year every time.
It definitely seems to have dropped lower than ever this time around though for sure.
Ultimately it seems to be a reflection of the content and updates (or lackthereof) that was introduced this world.
