Local Resource inside Village

I thought I read some where that claiming local resources is dealt with harshly and swiftly.
Is this true?

no, you can claim them, but they take an huge amount of authority every tick,
so you have to have an big enought active playerbase(or alts with full study desks)
to pay for it,

in praxis this just results in villages with quitting members deteriorating and declaiming far sooner, if they have localized recources,

devs will intervene if you somehow manage to block of thingwalls though, as those are devs babys, and will be protected no matter how much they suck ass,
(still dosnt stop you from putting an peakbot there and attacking everyone coming by.)

I wonder where I got the idea that local resources were not to be claimed... Prolly something I read while tired and not fully paying attention

you can also build vclaim around a resource without touching it to circumvent the extra authority loss
