Should be the latter. You can probably test/verify by trying to place a minehole somewhere else and comparing the error message.

Hello, I created a village with a friend, but I didn't have time to give him the rights and was killed by a moose. how to regain ownership of the village?

if there is no lawspeaker, any character should be capable of claiming the lawspeaker role

try to rightclick the village idol thing (whatever its called) and see if "Become lawspeaker" is an option

Yes, but the Character does need Lawspeaking skill?

To be clear: it's primarily intended that any other Villager can become the Lawspeaker. If there are zero villagers (or the Village has an out of Authority) anybody should be able to seize the Lawspeaker position.

I don't trust myself to say this authoritatively, but AFAIK Numen is always fully inherited (if you have 10 Numen, die, inherit, the new character still has 10 Numen.) This would make sense as one of the main uses for Numen is to increase the Inheritance percentage (https://ringofbrodgar.com/wiki/Lament_the_Departed) and it would be a cruel noobtrap to reset Numen from people who decided to prepare for the "inevitable."

So gaining combat moves, is it random or do I need to prolong the combat to gain it?
Been attacking ants and only 2 times out of 10 I got new combat moves.

Random. More moves you've gotten recently, the less likely you are to get moves from that specific animal.

Not sure if this was asked before, but what does the icon next to the quality mean? Since blue circle is like default quality, a gold star is like what special/best quality produce?
I think there are more than just 2 right? blue circle/ball and a star, when hovering over the quality of any inventory item. I think I've seen red too, but maybe that was either legacy client or early world 8.

The blue quality is normal. Star quality means a Star Shard was used on either the item, or an item that was used to gain it. (IE, if you use a star shard on a stone axe, its quality becomes starred, and any meat you butcher with that axe is also starred.)

Being starred simply means you can't use a star shard on it because it was already gained with the blessing of a star shard.
