Village claim in mines

Who's arguing? I'm just trying to learn.

Characters can now be described to Villages just as you would describe them to another character. (Simply select the person in your buddy list -> Describe -> Click the Village Idol) This allows villages to set and manage permissions and groupings for non-member characters. "Invite" permissions in the village are required to describe a character to it.

Have you done this?

Do note that logging to the alt should still show that it's not a part of any village (at least according to the comments on the patch thread) but all the granted permission should work (for Banners, the relevant one is "Manage Land".)

No, first I've heard of that, so entirely unfamiliar. Certainly something to try.

I don't have option to describe my alt. Checked my entire kin list, can describe some but not others, no rhyme or reason to it that I can see.

I cannot make my alt a village member since both characters cannot login in at once (I can play one or the other).

That is the most crucial part of information of your problem. (always have & use more than one account!)
Normally I would advise using/creating and (alternative lawspeaker) alt on a other account. But with the recent village changes patch I'm not sure if that is still the only way.

I've only had the one account all these years. And usually just have a key alt, but the last few worlds those alts seem to take on a life of their own. My past mentors never mentioned having a second account, and it never occurred to me.

So I assume my only solution now is to destroy the personal claim in the cave, put a banner in there, then work down through the mine levels with more banners.

That was changed recently, can only give bond in person now.

Make a new account, make an alt, spawn it in your base, give the bond to the alt, then give it to the main.
