I could be wrong, but I think the lower it is, the worse off you are? And at maximum hunger you can't eat stuff. (If you watch the bar in your charactr sheet while eating stuff, it increases instead of decreasing) So...that's my theory...

I'm starting to suspect "hunger level" is effectively a new character buff that never goes down. That or it very slowly decreases over IRL time and is intended as a casual player bonus.

Nothing more than that sorry :/ We'll all have to tinker with the new system.

As far as I can see it VERY slowly decreases over time.

P.S. the 'Energy' bar is actually your real hunger, the 'hunger level' is like a FEP bonus thing akin to a table.

I haven't specifically timed it but it seems like:

Full: 1% loss per 2 minutes
Hungary: 1% loss per 20 minutes
