Just a stage in the carrot's growth. Harvest it for seeds and a carrot.

That should be a seed indicator of some sort, for harvesting reasons. That, or you've been having sex with your plants.

Means that you'll get seed and carrot when harvesting them, instead of just carrot from the earlier stage.

Is that the final stage for carrots? or is there more? Also do the other crops have multi stages?

All crops have stages. It is not the final stage, there's a stage after it that can yield multiple carrots. It's possible that harvesting the carrots in this stage can yield 0-50 seeds or something like that.
