Flint and Tar-sticks

People refer to tar-sticks as 'insta-fire' in their pockets. I'm not exactly sure how to light them on fire. Do you need a preexisting fire? because either way you're going to have to light a fire with a firebrand anyways.

On a second note, how do you use flint? Is it used in a similar fashion?
