I'm 99% sure if the animal you're taming at any point detects it can't hit you (IE you're cheesing in a boat) it'll refuse to flee, specifically to deter boat cheese taming. You'll just need to fight it head on.

Or just never get in melee range and do the entire taming with a bow.

Another time i was trying to first dmg them with sling and then melee fight. Same result.

I specifically recall when me and some buddies last world were trying to do some really early taming, we kept failing. Fighting it behind boulders, near water, all together, didn't matter, always refused to peace. A couple days later i just bumped up some stats and 1v1ed it and tamed it with no issues.
