It's an average of the materials used to make the mulch, just like other aspects of the game, and softcapped by the bin quality. If you don't think this is straightforward enough, a suggested rephrasing would be helpful. Many of us that write up the wiki are pretty geeky, and we don't always make the phrasing as obvious as necessary or as user friendly (or in other words, it looks good to us, and nobody else has mentioned it yet).
Last I recall, worm quality does not matter.
The quality for the mulch is on the page... more or less. Calculate your bin quality with the formula given. If you load in a bucket of q30 seeds, and have a q10 bin, then you're going to get q20 mulch. That's how softcapping works in Haven--if quality of materials > quality of workstation, then final quality = (material quality + workstation quality) / 2. If you use various scraps to feed the bin, you can try to track them individually, or you can try to figure out what your current average value is, usually by using resulting mulch and bin values to get your running average, and then doing some fancy math to figure out the new average.
