Unmoor ships

How can I Unmoor a ship from someone else's claim? I was under the impression that I would be able to do it by having the vandalism skill but every time I try to do that I got the "that would be vandalism" warning, do I need siegecraft too?

you cant steal or touch moored sneks on claims, they are invulnerable and cant be taken without the key

It was what I thought after reading the wiki but I had one properly docked ship destroyed.

if it really was Properly docked, dry, present claim and all, the only way how this is possible is if they have had an key for it, and could undock it,
people have used docks and docked ships to form blokades and walls on water, so i doubt there is an know bug that just dosnt get abused often enough ,
