what is and what means icon near quality of items?

looks like yelow star or blue orb
how it get and what it do?

It means it's 'star-touched', long story short that makes it so you can't apply a star-shard to it.

You shouldn't REALLY worry about it but basically in big caves you can find a star shard on the ground (They don't respawn afaik), once dug up it can have different sizes and cuts, and you can also cut it like a gem.
You can apply the star-shard to items and depending on the size and cut it will increase that items quality (Brilliant jotuns are like +40ql afaik), now the issue is that if you apply it to a tool, the tool becomes startouched and everything made with that tool will be startouched too.
There are some tricks to incorporate their usage into your industry but honestly, the small ones are very much irrelevant, and the big ones are probably better value if sold to someone with top industry in exchange for better tools instead of using them yourself.

That's not entirely true, it's only true if MOST ingredients used for a craft are star-touched, as in non star-touched stick + star-touched stone = non star-touched axe. Same goes for casting anvils and so on, they don't inherit the star-touched effect. This is the main reason why they are so sought after.
