Hello, does anyone know what formula is used to calculate the quality of a Ranger's Bow?

If it's not indicated otherwise on the wiki, I would assume that it's the average of all the ingredients, as in average of the averages of each ingredient, so each ingredient has the same weight. So even if there is more silk thread in the recipe, the average quality of silk threads counts as much as the average quality of the boughs.

So something like (avg ql bough + avg ql silkthread + avg ql steel nuggets)/3
