Do those spawn or were those created with the world and, once all taken - no reason to keep looking anymore?
What about the meat? Does it respawn inside?

Yes. On world generation, they're created on small ocean islands. They don't spawn and can't be made. Because of their remote location it's possible not all have been discovered yet, but most will have been taken by now. Your best hope of getting one is either trading for it or stealing it from someone else. At this point, you can also trade for hard metal which lets you build a Large Chest, which is almost as good.

The meat inside does not respawn.
