relinquish ownership

what does relinquish ownership mean, i have a green heros cap from verifying my account but when i right click it it says relinquish ownership. does this just make it go back to youre hearthfire or something?

it starts to count 100% to 0%, once it reach 0% the hat can be claimed for other person, which means it will belong to the other player after that

Essentially, all hats are bound to your account. If you drop one, give it to someone else, or simply place it in a container, it will remain bound—you can teleport it back to your hands at any time from the HF. However, if you relinquish, the hat will enter an unbinded state. In this state, it will disappear from your HF menu, and anyone who has it as an item will be able to bind it to their HF. This option exists so that you can transfer your hats only at your own discretion.
