Drop soil to increase terrain level

Not sure if it is bug, but still.
If you drop soil somewhere when level cannot be insreased (for example near the tree), soil will dissapeared just like is was used to increase level, but the level intself will remain the same.

Intended. You can also drop it in water to get rid of it.

What would the alternative be?

I think the soil items can just not dissapear immediately in this case
