Internet speed wont affect your framerate (unless it's stalled on a resource load or something, I guess).

Try playing immediate after restarting your computer. Problem solved? Trim down your program usage or buy more RAM.

FWIW, after extensive tweaking, and use of no small amount of unaccpetable language, I found a decent workaround. Nvidia profile does not recognize java jar files but would allow me to create a profile for javaw.exe; I set all 3D options "off", especially those that had been "application controlled", and disabled CUDA. H&H now runs quite well, my system runs cooler, and i've noticed no degradation of graphics.

Hm. Not sure how to interpret that in terms of what happened, but it's nice that you managed to work around it, at least. :)
