strange root quality ignores tree quality

dug up a not quality 10 stump, got a strange root, quality was still 10. not sure if intentional

What is the soil quality in the area? it's quality could be tied to the soil quality instead of the tree quality.

isnt soil either, cuz mine are q10 as well, but my soil is q35
