I can tell you that this doesn't mean what you think it means. "Set in sand" means that you use a solid base of some sort, be it packed dirt, concrete, clay, etc. place a layer of sand down, usually a half inch or so, then place your cobblestone or paving brick over it. After all stone is in place, you then pour sand over the top and broom and tamp the sand down in between your bricks so it all locks in place.
this is not the same as putting bricks or other paving down over sandy beaches as they have no stable base to build on. Don't allow paving over sandy areas. it's just not right. (Maybe if you add concrete in the game....)
