Can happily fill your many receptacles from someone's claimed water source without having to resort to being a vandal.

You mean simply filling from the water tiles themselves? Is there a reason this should be criminal, seeing as how it's infinite?

In theory this does devalue the claim, since it becomes harder to profit by selling water, or to gain a strategic advantage by denying it to your enemies. In practice anyonewho really wanted that water would steal it, so it doesn't matter much.

In legacy it was always a criminal act to fill a receptacle from a claimed water tile, I'm just going by how it used to be. Having possession of high quality nodes via claims and demanding a vandalism scent to steal from them was always part of the game and promotes competition. Being able to take from a claimed water tile freely makes high quality water relatively simple to get in abundance, the only advantage would be having the ability to fill barrels easier and own crossroads within the claim area.

In legacy the quality would also drop as you harvested resources which made it a more harmful act and warranted criminal scents.

Obviously I'm aware of that fact, by that logic I should be fine to dig on claimed ground also since I can't lower the soil quality which is also an endless resource?

Any actions on a personal claim that you don't own or have access to should be criminal, the water has nothing to do with it.

If your intent was to make it so villages/players can't hog high quality resources in such a manner then you could at least make it leave trespass scents when taking water.
