Low Per * Expl Flotsam

I found 2 flotsams with about 3-4 expl and 10 per. Should it be possible with so low stats?

I found an edelweiß with about 10*15 (and never did so again). That might be fate curio weirdness. Complementing the thread nonetheless.

This got patched to not being able to happen anymore- flotsams might be an exception.
