I thought it was just to limit alts & bots who log in only to do curiosities? I don't see the point in limiting the LP gain of active players.
They can be hard to distinguish. Point nevertheless being that there should be game states which are limited by lack of XP. I can't check for "if alt account then" or "if nasty bot then".
