because of them regrowing from decay ticks, does this mean that berries in a claim will grow back slower?

No. Claims should not affect it one way or the other.

So let's get this straight, you need to keep a player in the vicinity of the bushes in order for them to regrow? Does this apply to all other things as well? Does a palisade not decay unless you are standing in the same screen as it?

Claims prevent damage to structures from decay ticks. Claims do not stop the decay process from occurring. It's why your trees grow, need to replow, and why the land changes from forest to grassland. (I'm assuming biome changing is still a thing now.)

All decay happens not via timers, but via decay hits. Randomly every now and then lightning strikes the map and decays whatever it hit. In bushes and trees this causes regrowth of resources, rather than decay as with hearthling made objects.

Such decay does not occur when the map is not loaded.

In terms of game mechanics this system is indeed not optimal, but it is, however, resource effective on our end.

So, yes, a palisade will not decay unless loaded.

Bad mechanic. The server should keep timestamp of unload and on load apply the decay that would have been done in case the unload never happened.

Loftar tells me that's to resource intensive. I have pushed for it several times.

It's been almost 5 days now and not a single berry from any of my 100 bushes. 108 bushes to be exact. I am fully palisaded, and claimed, the berries aren't being stolen from the bushes.
The ones in the wild are giving berries every couple days though,
Is there maybe some other possible reason for this?
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy
