Imagine the O is a cave in tile in this diagram i make.

All are under a mine support, if i mine the top center x then the o, all the other x's will still drop dust when i mine them because the o was a cave in tile, even though the o tile is gone.

I think his point was that, given

XXXXX - X unmined, no unstable around
XDDDX - D unmined, giving dust
XDUDX - U unstable
XDMDX - M already mined

that after you mined U the D will still have dust falling.

I think that is as it should be, doe. For one it might make it a little harder to play the minesweeper game, and for another I think tiles next to dangerous tiles should always be indicated as such.
