That the client uses more CPU while changing terrain is nothing new; building the map meshes does take some time. Comparing CPU use with and without the minimap updates, I can detect no particularly noticable difference, so I'm pretty sure it is just as it used to be as far as the default client is concerned. The flashing is a custom-client issue, and given the bug that Ender recently found (and fixed) in his client, there may have been reason to believe that the problem was much worse on it, and perhaps other custom clients that did the same thing.
