I disagree, there should still be enough for them to complete - just not enough to start new ones.

The leather needs to be submerged.

realistically speaking, either brain tanning or plant tanning doesn't consume this much fluid, at least not ~2/3 of the tub (considering you know the proportions).

edit: brain tanning consumes most of the fluid, either way, the point of tanning (before drying) is to let the skin soak in most of tanning substance. it's physically impossible to not have enough fluid in a tub to not let the skin soak in rest of the substance unless the tub is not properly impregnated/not proof enough.

If you want realism, 4 hides legitimately draining fluid over time instead of on completion would reach the current low fluid level with ALL hides not quite completely tanned. Perhaps up the tub capacity for one thing and lower fluid cost on the other side to not have to want to gauge your eyes out due to the horrible fluid crafting method. Either that or make a less annoying way of crafting fluid, even if only letting the water in the same bucket turn to fluid somehow.

Its not about realism, its about "can a noob play this game without having to go to forum to find how to play".
If the answer is "no", then something have to change.

tbh
This game is unplayable without having friend to tell you how to play or reading wiki/forums.
If you dont have any of things mentioned above it will take a long time to learn this game.

True dat, learning curve is odd to say the least. I'm torn between asking for more/better tooltips, or a better tutorial. Tbh I think the tutorial should teach the basics of where to find the other info, and how best to explore the world around you. Clicking everything that moves though might be confusing for a noob, perhaps add a hotkey that when pressed highlights all interactable objects, one color for available resources and another for exhausted but usually interactable (berry bush that's out of berries sort of thing), perhaps even a color for "l2skill nub". Tooltips on new items have been getting better, perhaps a pass through old stuff to make sure everything is covered, and some error messages for weird stuff like tubs with just a bit under okay fluid levels.

This. Crafting fluid is tedious, honestly. at least adding option to craft directly from the barrel would make the process less infuriating.

To be honest, i think exploration and learning from mistakes is what gives the game most of it's charm.

Imo, It's very much playable, but hard to master on your own, without hours upon hours of theorycrafting, that's where the social aspect and community comes in.
