I live in California and also had this problem. I could tell it wasn't a comcast issue but a peering issue one of the trans-atlantic cables I think. Not sure what was going on, someone downloads lots of stuff or a DDOS but this is what it looked like.

Maybe... maybe just a hardware issue and data wasn't being rerouted efficiently.
