you mean that dowsing rod can point to tile, which has highest water's value, but this value is not enougth to make a well?

I did a few searches around my village. Of about a dozen highest water spots, I could only build 2 wells. This is what I expected (though disappointed), I'm not sure if it's intended to be so rare.
