It;s not a java file, so extract does not work.

I suspect the server is have a huge problem trying to get 1000 people trying to connect at the same time.
(aside from people trying and unintentionally DOSing the server)

Tried OP's suggestion, instead just get Java(TM) Web Start Launcher (32 bit) spawning infinitely in the task manager and no game window.

Rolling around in Windows 10, probably why. Derp.

Opened with javaws, worked for me. Got in for a while before server crashed.
