Was the pile of ash intended not to be stackable?

It is stackable. Take the ash out, then stack your ash, then place the pile. You can stack up a good bit of ash before you really need to stock it anyway.
Also you can split it if needed.

The pile of ash can be stacked as a trash stockpile, in and of itself, and in barrels. It is eminently stackable. I have no clue of what you speak. Not a bug. Locking.
