Whole story, so someone can try to redo the bug.
While i was surveying the land near my house, and started digging into pretty high hill, soil started to appear in my inventory - despite the fact, that there still was plenty of terrain that needed to be leveled up. It happened after my character moved to that hill automatically from another, that he already dig to level set during setup. Few first soils went into the area properly, next started to appear in inventory.
Also, maybe this is the thing: connected to surveyed area was another one, which also needed some digging, but there was nothing left to level up there.

Screen for making things more clear. The place where i was digging is the one behind characters back. It used to be around the height of hill 2 tiles behind characters back. It's pretty big, so have an url.

Looks like that slope is too steep to add more soil to the top section. From what I've noticed, surveys tend to level tiles in some sequential order based on where your character is when you hit "Make Level". The survey is probably trying to get your character to drop soil on the top of the slope, but he can't so it just cancels the action.

Try manually adding soil to the bottom of the slope.

Of course I did. After manually putting the soil few times it all started working normally, no more soil appearing in my inventory. But still, I don't think it was intended, so probably thing needs some tweaking.

Most likely there are areas of the plot that cannot be further increased. Arguably there should be some sort of warning or error message about this.
