Claim not transferred

The timer finally ticked down on my bond of blood & soil that another player gave me, but I still can't access his claim to set details and such. I keep getting the 'this land is owned by someone else' message, and take damage if I turn on criminal acts to cross onto the claim.

I can only presume this isn't operating as intended. Help?
