Can't Interact With this biome tile

I don't know what this biome is called, but it won't let me expand my palisade.

I can't plow (using the command in actions) or pave the tiles within that biome. But when I used the wooden plower, it has no problems in plowing the land =_=
Once plowed, I also manage to pave it without a problem.

So is this intentional or not?
