OK. Here what i see.
Farm my carrot. I have a stack of q18 seeds. Now i take another carrot. I have a mixed stack of q10 seeds in my inventory. Now i split it. I have a two stack of q10 seeds... split it... split it...... split it.......
I have a fulll inventory of q10 seed. And where is my q18 seed?

Seeds in a stack average their quality. Working as intended.

Two possible workarounds exist: A) Sort seeds into a container after each harvest so that different qualities don't mix, or B) If you're holding a stack of seeds, pick them up on the cursor while harvesting other plants and they won't stack with the ones on the cursor.

The randomness factors changed so that stacking a large group of seeds shouldn't be a big issue. Crops aren't random per tile anymore, and instead a group of seeds planted together get the same random number outcome. I'm not sure of the boundaries on this, but if you plant 10 flax at the same time, all ten will be the same quality when you harvest.
