Timber house can't be placed on brick laid terrain

When I laid bricks and tried to build a timber house it keep saying that "You cannot build that on this type of terrain". Is this a bug or timber houses can be only build on special terrains?

Could you have missed by a couple of tiles, or missed paving one, or somesuch?

Testing cannot reproduce.
