Steel Quality Bug

It seems steel crucibles do not affect the quality of steel even though you can inspect them. Using a 20-20-10 crucible with 12-12-12 wrought and 10-18-24 coal I ended up with q12 steel is this intended?

IIRC old haven had the same system

In old haven my quality would've went up.
And the old haven ROB is still there for you to check.

Steel crucibles are just a softcap, just like they were in legacy haven.
