A funny one. Not even sure it could be called a bug, but it's possible to cut down trees from the boat.

Working as intended. Boats do not intrinsically block any actions whatever. This is a thing we're considering, but it's not entirely obvious how mounts should relate to other actions. The wagon blocks all other actions except moving, for example, and arguably that sucks.

Would be OP in case you could foreage or catch dragonflies with a wagon.

Tie off below where you're chopping and on a second point... have at it. Still not easy as the boat would rock and shift horribly every swing, but it is doable.
