Coiled Rope Hotpad low values..

I made a Coiled Rope Hotpad that resulted in qualities of 40.3 Ess, 38.3 Sub, 43 Vit yet the bonuses were only 5.9% to Satiation and 1% to FEP. Seems a bit low relative to other Symbel bonuses considering the quality and the use of wax in its making. Is this intended (considered a low tier item)?

Just for comparison, a plain 10/10/10 wooden cutlery gives 5% Satiation bonus.

The plates generally give more, as one needs a plate. The coiled rope gives more than the stitched leather coaster, for example.
