Use the console command :stats on
Post the info it shows in both a town and out in the wild, also attempt using amber client with all flavor items off, as well as weather and ambient music. Anything not necessary. Personally having a socket 775 motherboard I can attest that it's pretty horrible with some of the older processors. Got an E8400 recently and it's playable but past that I can only blame haven and java's optimization.
I say this because I can play stuff like dead island with better performance on higher settings lol
Also find the batch file for allocating more memory

Also try with Vsync off and Triple Buffering (Nvidia Control Panel) off (so less of your 256MB VRam is needed for that)
Sadly 32 Bit can't use all Ram of your PC - in your case it's just 3,12 GB ... so turn of all unneeded - some services, autoruns and the like
autoruns is helpfull with that (to see what gets started with the OS starting)

if you happen to have 2 Harddisks (not partitions!) leave one swap file managed by system on the OS HDD and do a second fixed (8092) on the second harddisk ... (that way windows can read from one and write to the other at the same time)

If you have AMD card, check drivers on the official site. They have specific version optimized for OpenGL. My friends reported huge fps boost with that drivers on AMD cards.

Nvidia has always been a key supporter of OpenGL and were the primary (and sometimes only) graphics workstation GPU for many years. AMDs were always buggy. They probably don't need to release OpenGL specific drivers.
