Board Quality from Bone Saw

I just crafted a quality 11.5 bone saw and made some boards from a newly cut down tree. The boards are quality 5.9. Something seems off here.

Unless board quality is softcapped by carpentry, which would make sense, but it is impossible to note that in game.

Ok, I raised my carpentry level and tried again, and the boards are higher quality, so that was my issue.
