A while ago me and my bro were landscaping so we can lay stone for our base, and even though he had raised all the land that needed it, he wasn't getting any dirt.
I'm pretty sure i tried once, and i didn't get dirt either.

Wood shovels dig a base value of 2 units of soil per action, and metal shovels dig a base value of 4 units, and both are modified by quality.
