Can't level mudflats

Tried to survey and dig down (and level up) on an untouched piece of flatlands, says "this area cannot be further leveled". I can dig normally though.

Thanks. It's probably so the new x2/x4 survey option doesn't get exploited to drain mudflats of clay fast.

Huh, I guess I never tried it. I only went for surveying now because I thought I could dig the clay faster with that new feature :)
