Refilling a waterskin stops movement

Is this intentional?
If you're moving and refill a waterskin using another one you will stop moving, with a waterskin on your cursor... Pretty gr8

In a pinch you either refill and take some damage in the process, or drop a waterskin to click away and run... Either way is not ideal and seems fairly unnecessary

I carry 3 skins, the first is on my main hotkey for it, the others are for topping off the first
