Surveying land undoes itself

I've been surveying land and I have been noticing a small bug. When I survey some land (usually a small part of land of a larger mostly surveyed land) and walk away, after coming back the land goes back to its previous state. This bug isn't too bad, but it becomes a bit tedious having to stomp to dirt, re-dig, collect more rock, and re-pave numerous times.

edit: now a certain part of my land resets itself now matter how many times I dig it and it is driving me INSANE

Are you leaving the dirt on the ground? After a little while dirt goes back in to the ground and raises it.

I remember picking up the dirt and putting it into a dirt pile and repaving the dirt, so I don't think it was the dirt going back into the ground. Though, after a few times it stopped undoing itself

that doesn't raise pavement though, which he seems to imply is happening.
