Invisible man?

While tracking someone we found his location and he seems to be in shallow water. The pie graph keeps showing us one particular location but he isn't there. Invisible? What's going on? I MUST GET REVENGE FOR THAT DANDELION! :evil:

EDIT: Seems the same for his hearthfire, they are both in shallow water and invisible.

Are you sure you werent tracking down the item not the "thief"

No, i was tracking him and his hearth, both are in shallow water, and i can't see them.
