Gear can't raise stats beyond double the base

I have two thane's rings, and each gives me +31 str, +16 agi, +22 charisma and +31 melee.

when I wear first one, it gives me +31 str, +16 agi, +31 melee, and +9 charisma
when I wear second one, it give me +31 str, +15 agi and +2 melee, +0 charisma.

why it happens only melee and charisma? I can't think this isn't a bug.

My Forng Ring stat is +smith 18

but i wearing this ring, stat is no effect.

so we need check this bug.

What are your base stats in smithing? You can only double your base stats now.
