Hello, I think I found no more, no revision, if such a course.
I have found that it is possible the construction started next to someone else's Sovereignty, on the edge of the territory of which are resources. Construction will automatically use the resources that lie on Sovereignty. Even if Sovereignty work and my character is not included criminal act.
I do not know how this could be the players, but to do a little nasty.

Привет, кажется я нашел не большую не доработку, если она таковой является, конечно.
Я обнаружил что можно начат постройку рядом с чужим клаймом, на краю территории которого лежат ресурсы. Постройка будет автоматически использовать ресурсы лежащие на этом клайме. Даже если клайм работает и у моего персонажа не включен криминальный акт.
Не знаю как бы это могли игроки, кроме как сделать маленькую пакость.

Приношу извинения если мой пост не актуален.

I have to say I'm curious how Google gets "a small abuse" into "no more, no revision, if such a course". The rest of it I could kinda sorta make out from the OP.

Anyway, the issue is known and easily avoided by not placing stockpiles right up at the edges of claims. :)

Stockpiles do not crime check when building. Known issue, but thanks for the thread.
